Troubleshooting: No API keys have been provided. Please contact the owner of the website.

Hi,

As my customers proceed to the last step of checking out, they come across one warning text saying

"No API keys have been provided. Please contact the owner of the website."

Obviously this is something related to payment gateway.  I have set my Paypal, which should be okay.

After I disabled all payment gateways including Check, the problem still exists. Actually customer can still check out by Paypal. 

There must be something wrong with the warning.  Please HELP!!!
