checking active VAT

Hello

I am looking for a presta shop module (presta version 1.6.1.23) that will work on the following principle:

-When the customer buys the goods on the invoice, the plugin when the customer enters the tax identification number checks in the Vies database whether it is an active VAT or not, then:

1. If he is not an active VAT payer, he automatically assigns a watt rate of 23%, regardless of the country (whether it is in the union or not)

2.If he is an active VAT taxpayer, he automatically assigns a 0% watt rate


I have checked two paid plugins so far and none of them works


Please let me know what plugin I can install
