Best regards it's not recommended and really not possible to update all the theme/modules/core to support php 7. ps 1.4 is much lighter than later versions so running on php 5.4/.6 is perfectly fine. If your hosting it planning to move off php 5, then it's better to find a hostIng that does not care and lets you run it. Get plesk control panel for best results. Personally, I made the switch from 1.3 to 1.6 and the difference between these versions is very interesting. But, it is true that I would not motivate anyone to go to a 1.7 or 8, so much these new versions bring more problems than solutions, knowing that there are even 1.6 versions that can run under PHP8. Fortunalety 1.4 is build quite lean and my client does not use a lot of modules.
