Tax disabled but discount reduction is less tax

Hi all,

I have Tax disabled. Prior to being disabled the VAT selection on products was 19.6%.

I have applied the same fixed amount for a discount on all products. In FO some products show final price less the fixed discount, but on others the fixed discount is applied with 19.6% taken off.

I tried the default theme and it's still the same. I edited the 19.6% VAT to make it 0% and even though the Tax is disabled the prices are now correct.

If the Tax is disabled why would it still effect the fixed discount ammount?
