I want to keep the top banner always appear while scrolling down the page. kindly suggest me the code. also the free shipping text should appear at the center with white color and bold format

There is so many JS errors in console. I think your theme is not compatible with prestashop version or its not Install well.

For menu

edit /themes/theme_kavir2/assets/css/theme.css
and add this css

.header-nav {
    position: fixed;
}

save and clear cache

can i put this code anywhere in the theme.css or to put at some particular location

CSS can be placed anywhere in the CSS file but its suggested to keep it at the bottom (to avoid overridden by existing CSS).
