Using cyrillic characters

Hi, guys! I have an issue using Prestashop with cyrillic symbols. When I try to add for example title of a product with capital cyrillic letter "И", question mark is shown instead of the right character, the issue is only with this char. I am using MariaDB with utf8_general_ci collation and tables character set is utf8. Can you help me solve this problem?

My version is 1.7.6.8 with Bulgarian language. DB table `ps_cms_lang` has fields with collation utf8_general_ci. This results into such encoding into the DB:

<p>ІІ. ДАННи ЗА ДОСТАВЧиКА</p>

while the site displays it correctly as "ІІ. ДАННи ЗА ДОСТАВЧиКА". You can see the I had to replace capital "И" with the lowercase "и" in this string, becase if I use the capital letter, it would result into: "ІІ. ДАНН�? ЗА ДОСТАВЧ�?КА". Tried different DB table field encodings with no luck... Could you please collaborate on this issue? Thank you.
