Changed store to Tax included, tax was added again to included prices

Im using version 1.7.6.5, I added all my products to the shop with a csv, I entered the cost of all the product with tax in the "Price tax included" column and uploaded all fine. 

I then changed the Locations/countries to yes for "Display tax label", this has inherently gone thru and added the tax on to all my products again.

How can I fix this issue so its not doubling the tax for all the products?

I ended up going thru and manually changing all the product prices, I believe the issue came from importing all the products from csv, only the price with tax was included in the csv, when I have changed the shop over from the tax excluded option to the tax included option it automatically added the tax on to the tax included field and then populated the tax excluded field which was previously empty.

So in short make sure the tax policies are setup before you start adding products to the system. 

Not sure if this constitutes as a bug or if it is intended to work like this for some reason.
