How to create a carrier module

Hi

I've never made a Prestashop module before but I hope it not to be very difficult.

I like to add the Swedish transport company BestTransport to my carriers

The price for transport is fixed up to 20kg (we will not use heavier packages), but we need to know if Best can deliver to our customer
up to €XXX shipping costs XX above €XXX shipping is free. 

What I have is the Delivery area url: "https://www.besttransport.se/foretag/leveransområdesapi/"

And a X-API-Token: "XXXXXXXXXXXXXXXXXXXXXX" and a X-API-Token "XXXX1"

How can I create a module that uses the url and a block in backoffice what I can enter the X-API-Token and the X-API-Token

If anyone can help I would be very grateful
