Error Message - Not Enough Stock / When there is Stock

Sometimes our clients are getting out of stock messages.

We have enough inventory, and the problem does not happen all the time.   When a product is added to cart, the System prompts 'not enough stock'   but then if you hit the button again the error disappears.     I'm at a loss of how to figure out which setting/switch is causing the problem.   Pls screen prints below
