One question, which or where is the file in prestashop who is checking if a State is from X zone in the checkout page ?    cause I have a list of cities ( cities from state and state from country ) I want to add cities to a zones, like state does actually in prestashop , but I need to modify the file which is checking which state are from X ZONE.

There is no one place.
States and Countries and Zones are connected. Adding a City is quite a big task, it will require many changes.
