Message to customer from BO Orders page does not show up in customer's email inbox

Hi everyone,

I'm testing my new shop running on v1.3.6. When I tried to send messages to the customer via the Order page in BO, the message shows up when customer logs in to see her account from the shop, BUT it does not show up in the customer's email inbox.

All other email messages related to the status of the order (confirmation, shipping, payment received, etc) show up in the customer's email, so this is not an email configuration problem.

Has anyone else experienced this? Any ideas on how to fix this is much appreciated.
