Email translations - subject not listed? changes not happening despite save

Hello,

 

I am using bank transfer as an option for payment and when this is used a confirmation email is sent along with an email Waiting for bank transfer as the subject.  I cannot for the life of me find where to change this.  I have been through International --> translations --> translations for emails --> subject but out of the 24 translation possibioities none of them correspond to this email.  

Is there a way to prevent this email from being sent at all? 

On top of it I have made many changes in the translation files that are not appearing on the front end despite being saved and visibly there in the translation files.  I have emptied cache turned it off completey but no change.   Does any one have any solution(s) or reccommendations for this?
