I had the same problem, resolved it by doing the following:

 

turn off magic_quotes_gpc and magic_quotes_runtime

Thanks for the reply. Yes, magic_quotes needs to be disabled for PrestaShop to work. I'll go ahead and mark this as SOLVED. Please make sure to clear Smarty Cache as well.
