Multiple taxes for same product

In India, if we sell a garments, the GST is 5%. But..

If sold outside state it is 5% IGST. (No problem in creating a single tax and select a taxrule "Outside State IGST')

If sold within state, it is 2.5% CGST + 2.5% SGST, both to be shown separately in invoice. How to do this? I am able to select any one tax rule only. Need guidance in creating one after another tax in tax rule.

Same problem in Canada,  four provinces have  PST and GST tax  and is should appear on 2 separate lines.
