I have created a new module under MIT license.

Some features
- adds a menu item to access the config page easily under the "Shop parameters" section
- has enable/disable option
- has 2 hook positions you may choose where to show/hide
- has design settings like bg color, font size, font color, padding, font weight, div padding and text align.
- it is multilingual
Useful for
- show a message/notice to your customers if you are on a vacation or you are facing some difficulties that they need to know
- show notification about marketing issues etc
