One Time Pop-up at the home page

Hello,

We want a one time pop-up at the home page for the country selection per customer.
The customer can select the country he's living and then gets redirected to that site. We want Belgium customers order in the Belgium site and the Dutch people in the Dutch site.

We have got 2 site in Europe. The Belgium and Dutch site have the same language but different sending values. We now see that Belgium people are ordering from the Dutch Site. That is not what we want, because the sending cost are meant for Dutch inhibitors.
We want to redirect them from the home page to the preferred site of there country and language with a single pop-up.

Any suggestions?
