Account creation email

The text on the template (version 1.7.1.4) just doesn`t make sense, sending an email to an email address, detailing in the body same email address and telling them to keep the email address secure.????

As there is no password, what is there to keep secure? I could edit the text to something else. I have seen other posts on the matter talking about encryption and GDPR, but even if encrypted if the person has made a mistake when writing their email address and someone else receives it, that person could access the personal information of the person who created the account, right?

Does GDPR oblige to send passwords encrypted? 

I have incidentally created an account today with my local government (Catalonia) and they have sent me an email confirming my email and password, no encryption. So not sure what the law requires.
