Prestashop 1.7 customer always gets free shipping if use voucher

Hi there,

I faced really strange problem. When customer uses voucher he always get free shipping. Cart rule is that FREE SHIPPING off.

Shope settings are set that free shipping is only from 50$, but is customer choose product which price is 40 and use voucher he gets free shipping.

How to resolve this bug?
